Urbanomics, in partnership with BFJ Planning, are currently preparing Rockland County’s Five Year Strategic Consolidated Plan. The preparation of the 2020-2024 Consolidated Plan is of particular importance due to the impacts of the COVID-19 pandemic and the subsequent economic shutdowns. Beginning in March of 2020, non-essential businesses throughout New York State shut down; Rockland County alone lost more than 25,000 jobs. The subsequent loss of income made housing and other necessary payments difficult. The subsequent strain on government and non-profit services has been immense. Because of this confluence of factors, this Consolidated Plan focuses more strongly on economic development and job creation, and training potential to establish a greater degree of economic resiliency that will lead to greater housing security.
Task work included a citizen participation plan featuring two public workshops, a public hearing, and a public survey focusing on housing and community development needs and priorities led by BFJ Planning and supported by Urbanomics. Urbanomics also prepared the needs assessment and housing market analysis as well as the strategic plan, and monitoring plans.
